Do I need a licence to guide in Portugal?

Portugal liberalised the tourist guide profession — there is no general national licence requirement for guiding the way there is in some neighbouring countries. Individual monuments and protected sites can still have their own rules about who may lead a group inside them. Everyone here speaks English. What am I adding?
