Puerto Plata sees two kinds of visitor. One comes off a cruise ship with eight hours and an all-aboard time. The other is at a resort in Playa Dorada, Cofresí or Sosúa for a week and has barely left it. Both are in one of the most interesting towns in the country and mostly don't get to see it.

If you're off a cruise ship
Say three things in your first message: which terminal (Amber Cove or Taino Bay), your hours ashore, and your all-aboard time. A local plans around the ship; that is the whole difference from wandering out alone.

One day out is usually enough to change the trip: the cable car up Mount Isabel de Torres before the cloud comes in, lunch at a comedor, the Malecón in the late afternoon when Puerto Plata comes out to it. Or east to Sosúa and Cabarete, or inland to the 27 Charcos.
