In a brochure these two look like the same holiday: turquoise water, white sand, an all-inclusive with a swim-up bar, a four-hour flight from most of the eastern United States.
The resorts genuinely are similar. Cancún's Hotel Zone and Punta Cana's Bávaro are the same product, built by some of the same companies, sold the same way.
The difference is everything outside the gate — and there, they are not close.
The one-line version
Cancún has more to do. Punta Cana has better value and fewer people.
If you will leave the resort, Cancún gives you more to leave for. If you will not, Punta Cana does the resort week very well and usually for less.

What Cancún has that Punta Cana does not
This is the honest core of the comparison, and it is a long list.
Maya ruins. Chichén Itzá, Tulum on its cliff, Cobá in jungle. Real archaeology, within a day.
Cenotes. Hundreds of them across the Yucatán, and they are extraordinary. Punta Cana has Hoyo Azul, which is lovely — and it is one, inside a commercial park.
Islands. Isla Mujeres is a half-hour ferry and a genuinely different place. Cozumel has world-class diving.
A city. Downtown Cancún — El Centro — is a real Mexican city with markets, taquerías and people who live there, and you can get a bus to it. Punta Cana has no downtown at all. The nearest real city, Higüey, is 45 minutes inland.
Neighbours. Playa del Carmen and Tulum are an hour down the coast, and both are proper destinations.
That is a lot of trip in a small radius.
What Punta Cana has that Cancún does not
Better resort value. The same standard of all-inclusive generally costs less, and the DR is a cheaper country underneath.
Calmer water. The east-coast beaches are wide, shallow and easy — better for small children and nervous swimmers than the open-sea stretch of Cancún's Hotel Zone.
Fewer people. Cancún handles vastly more visitors. Punta Cana is busy; Cancún in season is something else.
A shorter transfer. PUJ is 15–25 minutes from most of Bávaro. Cancún airport to the Hotel Zone is longer, and to Tulum considerably longer.
Less spring break. Cancún has a season where a particular kind of crowd arrives. Punta Cana largely does not.
Money, properly compared
The hotel is usually cheaper in Punta Cana for like-for-like.
The flight is usually cheaper to Cancún, which is served by far more routes and more competition from North America and Europe.
So compare the whole trip, not the resort line. A cheap resort with an expensive flight is not a cheap holiday, and this comparison flips depending on where you live.
Outside the resort, Mexico is more expensive than people expect in tourist areas and much cheaper than expected the moment you leave them. The DR is more consistently inexpensive.
The beaches
Different, not better.
Punta Cana: long, wide, calm, shallow, turquoise. Easy.
Cancún: more dramatic colour, and the stretch facing the open sea can have real surf and undertow. The lagoon side and Isla Mujeres are calm.
Both get sargassum seaweed in roughly the same April-to-August window, both rake their resort beaches daily, and neither rakes the public ones. Anyone telling you one coast is immune is selling something.
Safety
Both resort zones are heavily policed and overwhelmingly safe. In both countries, the serious crime is concentrated in places tourists will never go, and national statistics describe neither resort zone.

Food
Mexico wins, and not narrowly. Yucatecan cooking is one of the world's great regional cuisines, available from street stalls to fine dining, and downtown Cancún is full of it.
Dominican food is good and genuinely underrated — la bandera, pescado frito con tostones, chicharrón de pollo — but a visitor reaches less of it, because the resort corridor has so little around it.
In both countries, the resort buffet is the least interesting food available. That is the real point.
So which one?
Book Cancún if: it is your first Caribbean trip, you might want ruins or cenotes or a city, you are travelling with people who want different things, or you are not yet sure what kind of week you want.
Book Punta Cana if: you know you want a beach and a resort, you want more hotel for the money, you have small children, or you have done the Yucatán already.
Book neither as a package if you actually want to see the country — in which case the question is not which resort strip, it is who you know when you get there.
The thing both have in common
In Cancún and Punta Cana alike, the resort is designed so that leaving feels like a hassle and an expense. Most people never do, in either place.
